Selectively applying renderQueue / draw order based on other material?

Is there a way to make a material (or shader, or object) always draw behind one specified other material (or shader, or object) but still have both treated like they're at the same renderQueue level by every other material? (I suspect the answer is simply "no," but I'm by no means a rendering expert, so I'm asking anyway just in case.)
